CIP 4158 - AMI/Fixed Base Automated Meter Reading Infrastructure for South Cooper Mountain

Project Description

This project includes the purchase and installation of radio-read water meters and antennas at the city's Cooper Mountain Reservoir site, Maverick Reservoir site, and ASR #3 site. This project will also include hardware/software necessary to run the system, the communication network, and testing programs that would involve reading meters at selected parts of the city’s water service area. The AMI system transmits readings to the central receiver that can be downloaded automatically into the city’s computer systems and accessed by the billing system and SCADA control system that operates the water system.

Project Justification

The City owns and maintains meters about 24,000 water meters that are used to measure water usage by residential, commercial, public, and industrial customers. A majority of the City’s meters are read manually by a contract meter reader, Tualatin Valley Water District (TVWD) on a per-meter-read cost basis. The remaining meters, many of which are larger meters in underground vaults that serve commercial/industrial customers, are read manually or using radio read data collectors by City staff. Automating the meter reading process will result in reduction in contract meter reading costs, improve efficiency and customer service, as well, as reduction in the number of special reads: leak checks, move in/out, meter checks, re-reads and other miscellaneous reads. All new water meters installed are radio-read meters with conversion capability for AMI once the AMI central antenna, tower, and data collection system is in place.
