Utility Facilities in Public Rights of Way (ROW) License Application

Unless the applicant has a valid franchise from the city, every utility operator who wishes to conduct any work in the public ROW and every person who owns or controls utility facilities in the public ROW shall obtain a license from the city. Beaverton Code (BC) 4.15.070. Licenses are valid for five-year terms.

Instructions: Provide all information and a $176 nonrefundable application fee. The city will review the application and, if approved, return an executed copy to the applicant which will serve as the license. If the applicant will provide utility services to any customers within the city, the applicant must also register annually with the city. Registration applications are distinct and separate from the license application.

  • State authorization, if any, to provide utility service in the city
  • City business license
  • Certificate of insurance or proof of self~insurance
  • Note: After an initial review of the application, the city may require additional documentation reasonably necessary to determine the applicant’s ability to comply with BC 4.15, including but not limited to financial assurance for the full and complete performance of the license.
