CIP 6095 - Sellwood Subdivision Utility Replacements

Project Description

Investigate what portions of the existing sanitary sewer, storm drainage and water systems need to be replaced or rehabilitated in the Sellwood Subdivision which is the neighborhood bounded by Allen Blvd, Alger Ave, 11th St and Lee Ave. The section of sanitary pipe between 12th St and the Fanno Creek interceptor may be upsized to 10 inches to accommodate overflows from the Alger Trunk overflow at 12th St that was constructed in 1987. Most of the sanitary sewer work will be point repairs to broken sections of pipe. 1,150 feet of existing 6-inch water pipe needs to be replaced on 11th St from Lee Ave to Alger Ave. The storm sewer is undersized and flooding has happened at the low point of the neighborhood. The storm sewer work will consist of upsizing pipes where necessary, retrofitting a pretreatment facility, and providing maintenance access to all pipes.

Project Justification

The Sellwood Subdivision was built in the 1940s and 1950s. The sanitary pipes in the project area have a suspected high level of infiltration/inflow, root intrusion problems in areas, and a pipe section with poor grade. The project was identified in the 2007 Sanitary Master Plan as a medium priority rehabilitation project. Water: The existing cast iron water lines have experienced recent and numerous main breaks. Storm drainage: The existing pipes and structures require localized repairs.
