CIP 4021G - SCM Sterling Park Pump House & ASR 3a

Project Description

To partially mitigate the increase in water demand which is related to non-potable water use such as irrigation of green spaces and yards in the South Cooper Mountain (SCM) annexation area, the City is planning for and implementing a non-potable (purple pipe) system. City staff will work to create and administer the Non-Potable Water System as a city utility and develop the Non potable City Ordinance. City Staff will also implement revised SDC charges that account for development of Non potable distribution and treatment systems. This system will supply non-potable water using purple pipe distribution system that is supplied by either (1) treated storm water/native groundwater or (2) potable water/native groundwater (See CIP 4197) that is stored in a 1,000-foot deep well (ASR Well No. 3) drilled into a local deep-basalt aquifer (See CIP 4021A). A production well (ASR 3A), well-pumping system, and purple-pipe water distribution system that will extend from SW Loon Dr, near Scholls Ferry Rd to the west and ending at SW Tile Flat Rd will be developed to serve Mountainside High School and developments in SCM. Approximately 8,000 feet of pipe have already been installed in the SCM neighborhood. The distribution system implementation will be further expanded in FY 21-22 and beyond, coordinated with the progress of developments in SCM.

Project Schedule

FY 15-16: Engineering staff with the assistance of hydrogeological and engineering consultants prepared preliminary design for the needed pump station and purple pipe distribution system.
FY16-17: Completed design and installation of a section of the purple pipe distribution system.
FY17/18: Continued installation of the purple pipe system as opportunities arose and completed 60% design of the well-pumping system.
FY18-19: Begin drilling of the ASR Well No. 3a. Begin final design of the well-pumping system. Construct a potable to non-potable intertie. Continue installation of the purple pipe system.
FY19-20: Complete construction of the ASR Well No. 3a.
FY 20-21: Implement and administer Non potable water utility and develop the Non potable City Ordinance. Implement revised SDC charges that account for development of Non potable distribution and treatment systems. Begin design of the additional Purple Pipe distribution system in SCM, coordinating with the developments timeline in SCM.
FY 21-22: Design of well-pumping system and ASR 3A well head improvements.
FY 22-23: Construction of well-pumping system and ASR 3A well head improvements.

Project Justification

City Staff developed the concept of Non-potable water supply and distribution (Beaverton Purple Pipe Program) to partially mitigate the increase in water demand which is related to non-potable water use such as irrigation of green spaces and yards, with the following goals: 1. Non-potable water provides a sustainable supply of water for irrigation that would otherwise be supplied by the City’s drinking water (potable) supplies. 2. Potentially offset and postpone costly increases by freeing up potable water supply capacity during the summer peak-use period. 3. A separate, local water supply located in upper elevations of Cooper Mountain provides water supply resiliency for a major growth area in the City.
