Project Schedule

FY14-15: Started land use, completed preliminary design, and secured an amendment to homeowner association covenants, conditions and restrictions (CC&Rs) to allow siting of water facilities on the proposed lots, completed construction of 6-inch test well, completed the purchase of Lots 39 and 40 in the Reserve at Cooper Mountain (RCM) and began installation of a 24-inch diameter production well. Because the RCM is still developing and is not fully built out, the City decided to complete drilling the production well as soon as possible to minimize the noise impacts to existing and future neighbors.
FY 15-16: Completed final design, bidding and construction of a 24-inch production well. The City’s future pump station building will be housed in a structure that resembles a residential home, designed to blend in with the surrounding homes, and would be able to serve drinking water to all residents within the City limits. Timeline for the construction of the future pump station is dependent on demand in the upper pressure zone area.
FY17-18: Well maintenance & testing
FY18-19: Well evaluation
FY 19-20: Well rehabilitation

Project Justification

The City recognized a unique opportunity to site this Aquifer Storage and Recovery (ASR) facility in a location that maximizes its ability to serve both local residents and future residents city-wide. In September, 2014, City Council authorized drilling of a 1,100-ft. deep test well to prove feasibility as to whether a local aquifer within the Reserve at Cooper Mountain (RCM) subdivision is suitable for further development. After hydrogeologic test results from the six-inch test well indicated that a large-diameter ASR production well was feasible within the RCM, City Council authorized the purchase of lots 39 and 40 in the RCM subdivision.
