Project Description

Design and construct an approximately 52,000 square foot Center for the Arts on Lot 3 and a portion of Lot 2 of The Round located on the north side of Crescent Street between Rose Biggi Avenue and Hall Boulevard. The proposed programming in response to the community and regional needs includes: a 550-seat multi-purpose theater, multi-function lobby, art classrooms, conferences and meeting space, art gallery, arts plaza, and café. Work also includes changes to Crescent St between Hall Blvd and Rose Biggi Ave.

Project Schedule

Significant progress has been made towards advancing the idea of the Beaverton Center for the Arts, including the creation of a preliminary business plan, formation of a cross-departmental team, preliminary and schematic designs, development of initial theater programming, development of public funding options, and a National Endowment for the Arts (NEA) - Our Town Grant design award.

FY15-16: In December of 2015, City Council directed staff to proceed with the due diligence work needed to help define the center programming, space needs, design, and costs. To initiate this due diligence work, the City has contracted with a design team to conduct the next iteration of the design and business planning work.

FY16-17: 6-21-16: City Council directed staff to proceed with schematic design. Key staff were recruited including General Manager, BCA to inform design, vision, business and operations planning, and Capital Campaign Manager to lead the capital campaign to raise the remainder of private funds ($11.1M).

FY17-18: Pre-planning for operations and private fundraising and campaign preparation. Continue schematic design. Begin design development. Establishment of Beaverton Arts Foundation as non-profit fiscal entity to lead the capital campaign, via a City grant, under the direction of City’s Capital Campaign Manager (as Executive Director of the Foundation).

FY18-19: Continue operations due diligence and planning, build user relationships, develop operational and governance framework, and refine operating pro formas. Continue making progress towards private fundraising goal of $11.1M. Complete design and permitting in coordination with the Lot 2 Parking Garage (CIP5099).

FY 19-20: The City broke ground on the Patricia Reser Center for the Arts and the Lot 2 Parking Garage in November 2019. Construction is focusing on foundations, utility, and site civil work this fiscal year.

FY 20-21: Construction will continue on the PRCA and the parking garage with a planned grand opening in the fall of 2021.

Project Justification

The City of Beaverton’s Community Vision Plan identified the development of a vibrant downtown and enhancing livability as key community goals. In order to ensure the city meets its visioning goals, the city’s strategy is to ensure that key catalyst sites at The Round and Westgate are redeveloped to their highest and best use. Thus, the continued redevelopment of The Round presents the city with a significant opportunity to establish a downtown in the heart of the newly-formed Beaverton Central District.

The City has identified a variety of uses that accomplishes the community’s goal of creating a vibrant downtown and enhancing livability. Among those uses is the development of the Beaverton Center for the Arts (BCA). Beaverton and the westside has a thriving arts community, but few performing arts venues. A Performing Arts Center Blue Ribbon Task Force, and studies conducted in 2004 and 2011, and 2016 concluded that there is strong interest and a potential market for a performing arts facility in Beaverton. The City identified the BCA project as an on-going Council priority.
