Project Description
The Canyon Road Streetscape Project is intended to address safety, connectivity, and accessibility issues on 4,900 feet of Canyon Road between SW Hocken Ave and SW Short St. The project will upgrade intersections at Hocken Ave and Cedar Hills Blvd as well as reconstruct Canyon Rd from west of Hocken Ave to Short St. Improvements include sidewalks, pedestrian crossings, lighting, and signalization.
The project requires extensive coordination with ODOT, the agency that has jurisdiction of Canyon Road. ODOT is preparing the project's plans, specifications and estimate, and will advertise and manage the construction contract. Improvements to Hocken Ave on the south side of Canyon Rd are included in CIP 3408 and have been incorporated into CIP 3519A. ODOT has committed $1,000,000 to the project and pledged an additional $1,000,000, in addition to the $3,535,000 in federal transportation funds allocated through the Metro Regional Flexible Funds Allocation (RFFA) process. The City's required match on the federal funds is $405,000 which does not include funding for CIP 3408.

Project Schedule
FY 12-13: Completed Creekside District Mobility Audit, Canyon Road planning and design sessions with ODOT, preliminary corridor design documents, and draft memorandum of understanding with ODOT; began public outreach. In Apr 2013 applied for Tiger V grant. Application was unsuccessful. See CIP 3310 concerning the HUD Community Challenge grant and Creekside District Master Planning.
FY 13-14: In Nov 2013 City received approval of $3.535 million in Federal aid through the Metropolitan Transportation Improvement Program (MTIP). City match is $394,000. OTAK completed survey; continued Creekside District Master Plan work and refinement of design, ODOT coordination and public outreach. In Apr 2014 applied for TIGER VI grant.
FY 14-15: Continued Creekside District Master Plan work, ODOT coordination and public outreach; completed environmental permit applications and 30% design. Tiger VI grant application not approved. Continued coordination with ODOT concerning acceptable design standards. Submitted TIGER VII grant application in Jun 2015. FY15-16: On 7-21-15 ODOT determined that the south curb line on Canyon Rd needed to be moved 6'-7' to the north. 10-29-15 TIGER VII application not approved. Final Project Delivery Charter completed 12-10-15. Draft IGA with ODOT completed 1-19-16. Council approved IGA 30667 with ODOT 4-5-2016.
FY16-17: Survey was completed in Dec 2016. Project was delayed while City and ODOT resolved differences concerning the width of the shoulder (the space between the travel lane and the curb) versus the width of the sidewalk.
FY17-18: Project design by ODOT staff restarted in Aug 2017. Driveway impact process ongoing.
FY18-19: Completed 60% design and cost estimates in Dec 2018. Project design is expected to take up through Sep 2019.The ROW phase is scheduled for Dec 2018 through Dec 2019.
FY 19-20: September 2019: ODOT reached the 90% design milestone and the project is now estimated to cost $11.2M, nearly double the project’s original budget of $5.65M. February 2020: Council Work Session to discuss design options and funding strategy. Staff directed to continue to work with ODOT and Metro staff to resolve design and funding concerns. Spring 2020: ROW phase on hold pending resolution of project design
FY 20-21: Staff worked with ODOT and Metro staff to explore possible design solutions under new guidance adopted by ODOT but were not able to reach agreement. Developing approach for a planning study using Beaverton’s remaining MTIP RFFA for the future of the corridor with all three parties – ODOT, Beaverton and Metro – participating.
FY 21-22: Staff to finalize scope for planning study and seek the endorsement of City Council, ODOT, Metro and the Federal Highway Administration (FHWA). Advancing the project will require Council approval and IGA Amendment with ODOT before work can proceed.
FY 22-23: ODOT and City staff to present proposed project to Council for approval and complete final design.

Project Justification
The Canyon Road Safety and Streetscape project was a recommendation of the 2011 Beaverton Civic Plan, which investigated projects to address Community Vision Actions related to downtown revitalization and transportation. The Creekside District Master Plan, initiated in FY 12-13, included coordination with the ODOT and other stakeholders to develop the concept for the Canyon Rd improvement.
This project supports 2016 Council Priority "Develop a Plan B for Canyon Rd" and responds to Community Vision Action Plan (CVAP) #65 create pedestrian friendly zone as well as Comprehensive Plan Goals 6.2.2 (policies a-e), 6.2.3 (policy c), 6.2.5 (policy a), and 6.2.7 (policy a) and Creekside Master Plan Implementation Strategy (Chapter 5, Figure 23) #A.7.
