CIP 3112 - Allen Blvd/92nd Ave Shared Use Path Connection

Project Description

The project completes a missing segment of the Fanno Creek Regional Trail. The project includes construction of approximately 500 feet of 14-foot wide shared use path on the south side of Allen Blvd between Scholls Ferry Rd and 92nd Ave. Other improvements include a roundabout and crossing improvements at 92nd Ave/Allen Blvd, signal and crossing improvements at Allen Blvd/Scholls Ferry Rd, curb and gutter, planter strip, lighting, and storm water improvements.

Project Schedule

FY 18-19: City Council approved funding for design, topographic survey completed by the City, and project engineer consultant selected.

FY 19-20: Design kickoff meeting held, design alternatives prepared, various community engagement activities conducted to gain input on preferred design, update to City Council regarding preferred design, and 60% design completed.

FY 20-21: City Council approved 60% design, exemption of undergrounding utilities, an intergovernmental agreement between the City and Washington County for project cost share (Major Streets Transportation Improvement Program funds), and the annexation of a Tualatin Hills Park and Recreation District parcel required for the project.

FY 21-22: Permitting and design to be completed by late fall 2021. Construction contract award May 2022.

FY 22-23: Construction start June 2022 with project completion anticipated late fall 2022.

Project Justification

The project:
1. Is a priority project (plan ID #124) of the Active Transportation Plan (ATP) (Resolution 4487, February 2018).

2. Responds to a multi-year (2016 - 2020) City Council Priority to include sidewalk projects in the Capital Improvement Program.

3. Responds to the Beaverton Community Vision Action Plan's Action #48 Install safe sidewalks and pedestrian lighting citywide, and Action #49 Create safe routes to schools.

4. Responds to the Beaverton Climate Action Plan's Action #53 Complete bicycle and pedestrian gaps and create new connection options for community members.

5. Completes trail segment #5 of the the Tualatin Hills Park and Recreation District Trails Functional Plan.

6. Meets the following Council strategic goals by assuring a safe and healthy community and maintaining the City’s infrastructure: Safety, Quality Infrastructure, and Community Wellness and Fun.
