BEAVERTON CITY COUNCIL
REGULAR MEETING
SEPTEMBER 17, 2007

CALL TO ORDER:

The Regular Meeting of the Beaverton City Council was called to order by Mayor Rob Drake in the Forrest C. Soth City Council Chamber, 4755 SW Griffith Drive, Beaverton, Oregon, on Monday, September 17, 2007, at 6:35 p.m.

ROLL CALL:

Present were Mayor Drake, Couns. Catherine Arnold, Betty Bode, Bruce Dalrymple and Dennis Doyle.  Coun. Cathy Stanton was excused.  Also present were City Attorney Alan Rappleyea, Chief of Staff Linda Adlard, Finance Director Patrick O'Claire, Public Works Director Gary Brentano, Library Director Ed House, Human Resources Director Nancy Bates, Police Captain Stan Newland and City Recorder Sue Nelson.

PROCLAMATIONS:

Mayor Drake proclaimed September 24, 2007, as Family Day – A Day to Eat Dinner with Your Children; and the week of September 30 through October 6, 2007, as Race Equality Week. 

Mayor Drake added that on September 30th, the City and Washington County would be sponsoring the Unity Walk, beginning at 2:00 p.m., at the City Park across from the Library on Hall Street.  He said the Unity Walk was held to recognize the community’s cultures and diversity and he invited everyone to attend.

COUNCIL ITEMS:

Coun. Doyle thanked all the participants and the citizens who attended the Celebration Parade on Saturday, September 15th.  He said it was a great event and everyone had a good time.  He said that the highlight for him was the diversity of the people along the parade route which underscored that the community was changing in a positive way. 

Coun. Arnold said that on September 27th, the Senior Citizen Advisory Committee would be holding a volunteer opportunity session at the Library from 9:00 a.m. until noon.  She said approximately 20 agencies that have volunteers would be represented.

CONSENT AGENDA:

Coun. Doyle MOVED, SECONDED by Coun. Bode, that the Consent Agenda be approved as follows:

07191  Liquor Licenses: Change of Ownership - Round Table Pizza

07192  Authorize Mayor to Sign a Letter Granting Clean Water Services (CWS) Authority to Negotiate and Sign a Memorandum of Agreement with the U. S. Bureau of Reclamation on Behalf of the City

Question called on the motion.  Couns. Arnold, Bode, Dalrymple and Doyle voting AYE, the MOTION CARRIED unanimously.  (4:0)

ORDINANCES:

Second Reading:

Rappleyea read the following ordinances for the second time by title only:

07184  An Ordinance Amending Chapter 2 of the Beaverton City Code to Adopt Procedures for Reviewing Candidate Statements in City Voter’s Pamphlet (Ordinance No. 4452)

07189  An Ordinance Amending Ord. 2050 Beaverton Development Code Chapter 60, Special  Regulations, Section 60.05 Design Review, 60.05.55.1 Regional Center Major Pedestrian Route Map TA 2007-0001 (Ordinance No. 4453)

Coun. Doyle MOVED, SECONDED by Coun. Bode, that the ordinances embodied in Agenda Bills 07184 and 07189, now pass.  Roll call vote.  Couns. Arnold, Bode, and Doyle voting AYE, Coun. Dalrymple voting NAY, the MOTION CARRIED.  (3:1)

ADJOURNMENT: 

There being no further business to come before the Council at this time, the meeting was adjourned at 6:45 p.m.
