JOINT MEETING MINUTES

NOVEMBER 4, 2003

CALL TO ORDER:

The Joint Meeting of the Beaverton City Council and the Washington County Board of Commissioners was called to order by Mayor Rob Drake in the Forrest C. Soth City Council Chamber at City Hall, 4755 SW Griffith Drive , Beaverton , Oregon at 6:20 p.m.

INTRODUCTIONS:

Present from the City were Mayor Drake, Couns. Betty Bode, Dennis Doyle, Cathy Stanton, Forrest Soth, and Fred Ruby. City staff present were Chief of Staff Linda Adlard , Attorney Alan Rappleyea , Community Development Director Joe Grillo , Library Director Ed House, Principal Planner Hal Bergsma and City Recorder Sue Nelson .

Present from the Washington County Board of Commissioners were: Chair Tom Brian, Commissioners Andy Duyck, John Leeper, Dick Schouten and Roy Rogers. Washington County staff present were: County Administrator Charles Cameron and Senior Deputy County Administrator Ellen Conley, Rob Massar, Assistant City Manager, City of Hillsboro , and The Oregonian Reporter Dick Colby were also present.

PRESENTATION:

County Administrator Charles Cameron and Rob Massar, Assistant City Manager, City of Hillsboro , announced that the 911 Emergency Dispatch Building for all of Washington County 's police, fire and emergency medical operations would be named the Soth Center after Beaverton City Councilor Forrest Soth. It was noted that Soth was a founding member of the Washington County Consolidated Communications Agency (WCCCA) and had served on this Board since its inception, including being Chairman of the Board for the past seven years. Cameron and Massar thanked Soth for his dedication to WCCCA, and for his leadership and oversight through complex technological improvements and its steady growth as new members were added.

County Administrator Charles Cameron, presented Soth with a plaque stating that the 911 Center would be renamed the " Soth Center ."

Coun. Soth thanked them and stated it was the willingness of the parties to work together that ensured this success. He said it had been a pleasure to serve on the WCCCA Board.

GENERAL DISCUSSION:

There was general discussion between the Councilors and Commissioners regarding current challenges/common interests and general relationships/building and development.

Topics for discussion were:

(1)  Westside Water

(2) Commuter Rail

(3)  MSTIP 3B

(4) New Oregon State Park - Hares Canyon Sate Park

ADJOURNMENT:

The meeting was adjourned at 7:55 p.m.
