REGULAR MEETING MINUTES

JUNE 24, 2002


CALL TO ORDER:


The Regular Meeting of the Beaverton City Council was called to order by Mayor Rob

Drake in the Forrest C. Soth Council Chambers, 4755 SW Griffith Drive, Beaverton,

Oregon on Monday, June 24, 2002, at 6:35 p.m.


ROLL CALL:


Present were Mayor Rob Drake, Couns. Fred Ruby, Dennis Doyle, Forrest Soth and

Cathy Stanton.  Coun. Evelyn Brzezinski was excused.  Also present were Assistant City

Attorney Bill Scheiderich, Human Resources Director Sandra Miller, Finance Director

Patrick O'Claire, Community Development Director Joe Grillo, Engineering Director Tom

Ramisch, Operations/Maintenance Director Gary Brentano, Police Chief David Bishop,

Library Director Ed House, Economic Development Manager Janet Young, Beaverton

Arts Commission Director Jayne Scott, Project Engineer Jim Brink, City Recorder Sue

Nelson and Deputy City Recorder Catherine Jansen.  

 

CITIZEN COMMUNICATION:


There were none.  


COUNCIL ITEMS:


Coun. Doyle said he hoped everyone enjoyed The Taste; 10,000 people attended the

events on Friday night.  He thanked the staff and George Cordova, event manager, for

their hard work.  He noted that the Beaverton Arts Commission had 46 vendors and

encouraged everyone to attend next year.


Coun. Soth said Beaverton had a very diverse and livable community; which was

represented at the parade.  


STAFF ITEMS:


Finance Director Patrick O’Claire said he distributed the results of the Lombard Gardens

LID assessment prepayment.  He said that the City received $49,000 in assessment

prepayments and the remaining balance would be financed.  He noted that in the Council

packet, Agenda Bill 02208 requested an Inter-Fund loan to finance the balance; he noted

an amendment was needed to show that $107,000 was the loan amount (instead of

$100,000).

Charity Mauldin (middle school winner) performed a country western song for the Mayor

and Council.  


Coun. Doyle said he was the liaison to the BAC, and that they were a dynamic group and

had a tremendous impact on the community.

Mayor Drake called for a brief recess at 6:46 p.m.

Mayor Drake reconvened the meeting at 7:03 p.m.

Question called on the motion.  Couns. Doyle, Soth, Ruby, and Stanton voting AYE, the

MOTION CARRIED unanimously. (4:0) Coun. Stanton abstained on the approval of the

minutes.


PUBLIC HEARING:

Fiscal Year 2002-03 through 2005-06 Capital Improvements Plan for Transportation,

Water, Sewer and Storm Drain Projects


Mayor Drake asked the Council if they had any questions concerning the CIP Projects.  


Coun. Stanton said she liked the CIP more every year.  She said she would like to see all

resources directed to the immediate completion of the 125th extension.  


Mayor Drake opened the public hearing.


There was no one who wished to testify.

Coun. Soth MOVED, SECONDED by Coun. Ruby that Council approve Agenda Bill

02216, Fiscal Year 2002-03 through 2005-06 Capital Improvements Plan for

Transportation, Water, Sewer and Storm Drain Projects.  Couns. Doyle, Ruby, Soth, and

Stanton voting AYE, the MOTION CARRIED unanimously. (4:0) 


Coun. Doyle confirmed each Councilor would get a final spiral copy of the CIP.

A Resolution Adopting a Budget for Fiscal Year Commencing July 1, 2002  

(Res. No. 3673)


Finance Director Patrick O’Claire reviewed the staff report.  He asked that Council 

amended the budget to include AB 02210 passed earlier, which established the market

factors for two new classifications and a new classification for computer systems

administrator.  He said the budget impact for this was about $18,000 and it would not

require an amendment to the appropriation.


Coun. Soth confirmed that there were no significant changes from what was adopted by

the Budget Committee.  


Mayor Drake opened the public hearing.


There was no one who wished to testify.


Mayor Drake closed the public hearing.


Coun. Soth MOVED, SECONDED by Coun. Doyle that Council approve Agenda Bill

02217, A Resolution Adopting a Budget for Fiscal Year Commencing July 1, 2002,

including the amendment to include AB 02210 noted by O’Claire.  


Coun. Stanton said she appreciated the time everyone spent on this to produce a clean,

lean document.  She said she liked having the performance standards included.  


Mayor Drake noted it was a team effort. 


Question called on the motion.  Couns. Doyle, Ruby, Soth, and Stanton voting AYE, the

MOTION CARRIED unanimously. (4:0)  (Res. No. 3673)


ORDINANCE:

Suspend Rules:


Coun.  Soth MOVED, SECONDED by Coun. Doyle  that the rules be suspended, and

that the ordinance embodied in AB 02218 be read for the first time by title only at this

meeting, and for the second time by title only at the next regular meeting of the Council. 

Couns. Doyle, Ruby, Soth and Stanton voting AYE, the MOTION CARRIED unanimously.
